The Hamvention web page had confusing ambiguous information regarding kids and tickets for attending the convention. I wrote to the ticket office for clarification.
The problem was that it appeared that jr. high age kids had to have paid tickets while kids under 12 and high school kids got in free if accompanied by a parent.
As it turned out they had not intended this to be the case. All jr high and high school aged kids can get a student ticket if accompanied by their parent with a paid ticket. They will have a form that can be filled out and brought to the Will Call to pick up their tickets.

Thank you for your interest in the 2008 Dayton Hamvention. A short answer
to your long statement is yes junior high students get a free tickets.
The statement on the website is not written clearly and I have requested
that it be changed. We will also have a form on the student ticket page
that can be filled out in advance and brought to the Will call window at
Hara Arena to pick up your student tickets. Sorry for the
misunderstanding.
